U.S. 31E RECONSTRUCTION PROJECT
From north of Ky 332 to the Salt River Bridge

The public meeting was held on May 8, 2003 at My Old Kentucky Home State Park. Nearly 200 individuals attended the public meeting and many comments were received. For the public meeting, the project was divided into 3 sections: south, middle, and north. Each of the three sections contained three alternative alignments for the new route (see attached maps for the alignments). The attendees of the public meeting were asked to fill out survey forms as to which alignment was their preferred and if they had any comments. We received 162 completed surveys and had the following results:

South Section Survey Results-
May 8th Public Meeting (135 Responses)

S1 – 21.6%
S2 – 76.9%
S3 – 1.5%

Middle Section Survey Results-
May 8th Public Meeting (99 Responses)

M1 – 21.2%
M2 – 42.9%
M3 – 35.9%

North Section Survey Results-
May 8th Public Meeting (115 Responses)

N1 – 22.6%
N2 – 20.0%
N3 – 57.4%

We also received numerous comments to stay out of Creek Pointe and Greear Estates Subdivisions in the south section (affected by S1). These individuals also expressed preference for using the existing alignment or, as an alternative, to look at a new alignment on the west side of the subdivisions. In response to these comments, two new alignments have been included. One alignment goes through the back of the two subdivisions. The other misses the subdivisions entirely but is located on eligible historic property owned by Kevin Honaker. The latter alignment is problematic due to the impacts to the historic property. Federal environmental regulations require that a historic property not be impacted unless there are no “prudent and feasible” alternatives. What is “Prudent and feasible” will be decided by the Federal Highway Administration at the end of the current preliminary engineering and environmental assessment.
